Li Hongbing said: “There are non-standard real estate licenses or land permits in the conversion process for idle land and facilities. According to the current laws, construction permits cannot be obtained.” At present, many socially idle houses or lands have no real estate certificates or land certificates because of historical reasons. Other documents, such as "Hotels" approved at the time of the "Cultural Revolution," now want to change to an old-age care center. Because there is no real estate permit or land certificate, it will not be approved by the planning or housing construction departments, and it will not be able to transform or dismantle. According to Li Hongbing, at least 1/8 to 1/4 of the newly established 80-town township-level care and care centers for the elderly are without land permits or real estate permits, and among the 400 old-age care institutions in the city, they truly meet the administrative license of the old-age care institutions. "A considerable part of the reasons for failing to get the administrative licenses of the old-age care institutions is that the real estate permits or land certificates caused by historical reasons are incomplete and cannot be accepted by the fire department."

The notice clearly states that for landless permits and real estate licenses, the civil affairs department will establish a safety inspection and certification system for construction facilities and standardize the “one case for one discussion”. The housing construction department will establish a green approval and bidding system for project construction and optimize the approval process. The fire department established a system for checking and issuing technical guidance for construction units.

At the same time, the Municipal Finance Bureau will, in accordance with the regulations, timely approve and approve funds for the distribution of pension institutions and old-age care centers in accordance with the funds allocation application submitted by the Municipal Civil Affairs Bureau and related certification materials.

Li Hongbing said that this also means that idle facilities will no longer need to be proof of the account when they are transformed into pension institutions, but the basic audit will not change, such as whether the housing structure is safe and qualified. At that time, the civil affairs department will employ professional agencies to carry out on-site surveys of facilities without land certificates and real estate certificates to ensure their safety and legality.
