The "Measures" will be implemented from April 1, 2014 onwards.

According to a briefing, the Measures for the Administration of Organic Product Certification issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) in 2004 has been implemented for nine years since its publication, and has played a landmark role in establishing and standardizing China's organic product certification system. In recent years, with the continuous development of China’s organic industry, there have been a growing number of new problems: individual companies have used pesticides, antibiotics, and abuse of input materials in violation of regulations, and used counterfeit or fraudulent licenses, extended or over-ranged, and failed to use certification marks. The use of organic product labeling is not standardized, and the traceability system of certified products is not perfect; individual certification bodies are not strict enough, the threshold for certification is low, and certification is not strictly based on certification rules and procedures, and there is no effective follow-up supervision for certified companies; In the Measures, there is a lack of supervision over imported organic products, etc. The management responsibilities and supervision methods of the competent departments are relatively principle and ambiguous. There are some activities that affect the validity and authenticity of certification, and there is no clear legal basis for administrative supervision and administrative punishment. In response, the AQSIQ and the CNCA, in accordance with the instructions of the State Council leaders, sorted out and analyzed the problems that had arisen, revised the Measures, set up a more scientific and reasonable organic product certification system, and strengthened the supervision of organic product certification. Solve the current problems in the field of organic product certification.

The issuance and implementation of the new "Measures" will play a positive role in standardizing organic product certification activities, improving the quality of organic products, protecting the legitimate rights and interests of consumers, and promoting ecological environmental protection and sustainable development. Compared with the original method, the new method has been increased from the original 46 to the current 63. The revised content is mainly reflected in the establishment of the "Organic Product Certification Catalogue System"; through the establishment of a unified certification numbering system (ie, the organic code system), The certification mark has a uniform numbering system and an archive recording system to ensure traceability of certified organic products; a certification system for organic product sales is established; the certification body guarantees the type, scope, and quantity of organic products sold by the certification client by issuing sales certificates. Consistent with the product category, scope, and quantity in the certification; clarifying that products that have not obtained organic product certification or product packaging and labeling cannot be marked with the words “organic”; regulate the supervision and management of imported organic products; and regulate the certification of organic products. Responsibilities have been clarified to ensure effective supervision of the entire process of organic product certification; penalties have been added, administrative law enforcement has been strengthened, and the lack of enforcement basis in the past for the enforcement of organic product certification has been resolved; and the conversion of organic product certification has been cancelled.
