Ningxia Increases Facilities Agricultural Subsidy Standard for Ecological Migration Area

The People's Government of Ningxia Hui Autonomous Region issued a "Several Policy Opinions on Further Promoting Ecological Immigration in the Central and Southern Regions," which requires the strict implementation of 54 square meters of housing standards for each household of ecological immigrants, and at the same time increase the standard of facility agriculture subsidies for ecological immigrants.

The people’s government of the autonomous region requires that all localities must strictly implement the construction scale and investment standards of 54 square meters of housing and public service projects per household for ecological resettlement determined by planning approval, and must not arbitrarily expand regulations beyond the standard; at the same time, ecological immigration builds houses for self-raised funds of 1.28 per household. The standard of RMB 10,000 may not be deducted or exempted; if it is difficult for the economy, and it is indeed unable to pay for the construction of houses with self-financing, it will be advanced by the county (district) government of the emigration agency after advance inspection by the Autonomous Regional Immigration Bureau.

At the same time, Ningxia has increased the subsidies for facilities in the ecological settlement areas, that is, the subsidies for solar greenhouses have increased from 8,000 yuan to 15,000 yuan per mu; the subsidies for large and medium-sized arches have increased from 8,000 yuan to 10,000 yuan per mu; Each seat increased from 5,000 yuan to 10,000 yuan.

At the beginning of 2011, Ningxia proposed to use 3 years to achieve 350,000 poverty-stricken people who “move, secure, and gradually become rich”. By the end of 2011, Ningxia had started construction of 75 project areas, with an accumulated investment of 2.673 billion yuan, 20,000 resettlement housing units, 8.97 million mu of land for development and adjustment, 30,500 people in total, and 6,500 immigrant laborers.

In 2012, Ningxia plans to relocate 70,000 settled immigrants, and newly build 90,000 immigrants' housing and production and living facilities to ensure the steady and orderly progress of ecological resettlement projects.
